Bowers Named Director of Delphi Energy & Chassis Sales, Marketing, Ventures & Planning

Chang succeeds Bowers as Dynamics & Propulsion Sector Director, Asia Pacific Region

TROY, Mich.-- Delphi Corporation (NYSE: DPH) announced the following key personnel announcements today:

W. Steven Bowers is named director of Delphi Energy & Chassis Systems sales, marketing, ventures & planning, reporting to Guy C. Hachey, president of Delphi Energy & Chassis Systems and vice president of Delphi Corporation. Bowers succeeds William Herren who, as previously announced, has retired from the company.

"Steve was selected for this position," Hachey said, "because of his ability to develop detailed growth plans and effectively implement those plans. He understands our division's extensive product line and is knowledgeable of our full global presence having worked in many regions of the world, including Europe, Asia and North America. Steve appreciates the value of customer relationships and makes the customer his top priority. He will be a valuable addition to our divisional executive staff."

Herman H. Chang will succeed Bowers as regional director for the Dynamics & Propulsion Sector, Asia Pacific, reporting to Choon T. Chon, president of Delphi Asia Pacific, Paul J. Tosch, president of Delphi Steering Systems and Hachey. Chang will retain his position of president, Delphi China.

Previously Chang was manufacturing operations manager for Asia Pacific representing Delphi Steering Systems and Delphi Energy & Chassis Systems and president of Delphi China.

According to Tosch, Chang has demonstrated ability in working with the Asia Pacific team to successfully grow Delphi's business in that region.

"Herman has an extensive technical and operational background," Tosch said. "These strengths along with his knowledge of the region and the sector's products make him very well suited for this position."

Hachey added, "Herman has been instrumental in working with Steve and the Asia Pacific team to seamlessly integrate Delphi Steering and Delphi Energy & Chassis in the region. The focus there continues to be on exceeding our customers' expectations and growing in the region."

Both moves are effective April 1, 2002.

Biographical Information:

W. Steven Bowers began his automotive career with General Motors Corp. in 1976, at the former AC Spark Plug Division in Flint, Mich. He then transferred to the former Buick-Oldsmobile-Cadillac Powertrain Engineering where he worked on powertrain control systems. In 1985, Bowers transferred to the Flint Automotive Division to assume engineering program management responsibilities. Bowers was then promoted to technical director for the Delphi Technical Center in Bascharage, Luxembourg where he was responsible for engineering development, technical direction, program management and customer interface.

In 1992, Bowers joined Delphi Energy & Engine Management Systems as chief engineer for engine management systems worldwide. He was named technical director for engine management systems at the Milford Proving Grounds in 1994.

In 1996, Bowers was appointed director, marketing, planning, sales and alliance development, Asia Pacific.

In January 2001, Bowers was named regional director, Asia Pacific region for Delphi Energy & Chassis Systems and Delphi Steering Systems.

Bowers earned a bachelor's degree in mechanical engineering from Oklahoma State University and a master's degree in mechanical engineering from Michigan State University. He completed the liberal arts program at American Institute of Foreign Study, Southampton, England, and the executive program at University of Michigan Business School. Bowers holds U.S. and European patents.

Herman H. Chang began his career with General Motors in 1986 at the Chassis division and held a variety of positions there, including chemist and metallurgist from 1986 until 1989.

In 1990, Chang was promoted to development engineer at the former New Departure Hyatt division and, one year later, he was appointed a design engineer at Delphi Chassis.

In 1995, he was named a supervisor of product engineering. In 1996 he was promoted to general manager, China export project, based in Shanghai. In 1999, he was named Delphi Energy manufacturing operations manager for the Asia Pacific region. In 2001, Chang was named manufacturing operations manager of the Asia Pacific Region for Delphi Energy & Chassis and Delphi Steering and president of Delphi China.

Chang earned his bachelor's degree in mechanical engineering in Taiwan. He holds a master's degree and a doctorate degree in mechanical engineering from Northwestern University.
