James A. Spencer

President, Delphi Packard Electric/Electronic Architecture and President, Delphi South America & Mexico

James A. Spencer, 55, is a vice president of Delphi Corporation and president, Delphi Packard Electrical/Electronic Architecture. He also is responsible for regional coordination in South America and Mexico in addition to his divisional responsibilities. He is also a member of the Delphi Strategy Board, the company's top policy-making group. He also serves as the executive champion for the Operations Task Team and Ford customer account.

Spencer began his career in 1976 when he joined Delco Remy Division in Anderson, IN as a college-graduate-in-training. He held numerous engineering and operations assignments at Delco Remy facilities before being named executive vice president of the General Motors (GM) Korean joint venture, Daewoo-HMS Industries in 1989, based in Taegu, Korea.

In 1991, Spencer returned to the United States as Delphi's customer director at the former Chevrolet-Pontiac-GM of Canada Group. A year later, he joined Delphi Saginaw Steering as plant manager for Plants 4 and 5 and later became plant manager of Delphi Saginaw's Athens, Ala., operations. He was appointed director, sales, marketing, ventures and planning at Delphi Saginaw in 1996. In February 2000, he was named president of Delphi Asia-Pacific, based in Tokyo, Japan. He was named president, Packard Electric Systems effective November 1, 2000.

A native of Chicago, Ill., Spencer earned a bachelor's degree in business administration from Hanover College in 1975. In 1982, he earned a master's in business administration from Ball State University.
